A summary of the bill released by the committee incorporates several items related to the U.S. Space Force and space programs. Notably absent from the bill are provisions Space Force acquisition reforms which the committee at the 2020 NDAA asked Air Force Secretary Barbara Barrett to publish.
“There clearly has been a draft version but it was not formally transmitted. We didn’t act on that in this moment.”
Space Force leaders in recent weeks said acquisition reforms are a top priority for its support. Congress at the 2020 National Defense Authorization Act directed Barrett to suggest acquisition processes to help speed up the development and lower the cost of space systems.
SASC aides about the June 11 phone with reporters did not comment on why the final report had not been submitted.
Conceivably the acquisition proposal or other late things could be addressed to the Senate floor or within a House-Senate conference, one aide said. “There’s no bias within this. We simply didn’t get the stuff on time.”
Space National Guard
The SASC bill directs the establishment of a Space Force reserve component, however, delays the establishment of a Space National Guard until a study on the issue is finished.
A committee aide told me that DoD has to give a detailed analysis about the role of the National Guard in support of the Space Force.
The 2020 NDAA asked for a report on the possible role of a Space National Guard. “That report was not received in the time we began that this particular markup,” the aide said. “Whether there is a protector or not, we would love to see that the recommendations so we are able to present that to associates .”
National Security Space Launching
The SASC encircle the plan for the forthcoming procurement of launch providers called Phase 2 of the National Security Space launching program of the Air Force.
The language on Stage 3 seems to be the Stage 2 plan to pick two launching providers could induce the companies from the federal security launching market.
The charge expresses support to the development of space technologies, including launch vehicles and responsive launch. In a nod to SpaceX, the bill”recognizes the maturity of reusable launch.”
SASC also authorizes increased funding for space domain recognition, launching advancement and space-based surveillance capability

Authorizes transport of employees to the Space Force.
Prohibits transfer of military installations into the Space Force prior to analysis assessed by Congress.
Directs Space Force to utilize research institutions to establish crucial infrastructure and create the work.
Encourages establishment of willingness command and some space training .
Directs the Secretary of the Air Force to supply a report on the selection process and criteria utilized to ascertain the permanent site for U.S. Space Control Valve.
